Decisions to grant or refuse certificates are made in response to individual applications, each of which is considered on its merits. Two main criteria are applied to applications by intending occupiers for industrial development certificates for projects outside the assisted areas. The first is the extent to which the development is considered mobile as to location, and in particular whether it is capable of being carried out in an assisted area. The second is the extent to which the development is compatible with the needs and resources of the locality concerned, particularly the current and expected labour situation.
