§ Mr. Les HuckfieldThe survey of share registers was started following agreement between a number of Departments, including the Treasury and the Central Statistical Office, and the Bank of England, that the survey was a necessary part of the programme to improve financial statistics. The Royal Commission on the Distribution of Income and Wealth in its second report supported the survey.
