asked Her Majesty's Government:

Why, when reduction of public expenditure is so necessary, a further advance of £29 million is reported to have been made to Kenya; what is the present total of all forms of aid to Kenya since independence; and what is the total of the debt presently outstanding.

The £29.7 million which was formally committed on 3rd November by an Agreement signed in Nairobi was agreed and publicised following Ministerial aid talks earlier this year. Kenya, as one of the poorer developing countries, has a strong claim to aid funds on the criteria set out in the White Paper Cmnd. 6270. Kenya also provides an important market for British exports. Official aid committed since Independence totals £190 million and the outstanding debt is £78.6 million.
