§ Mr. OakesThe boarding fees charged to Scottish students and others from outside England and Wales in halls of residence at polytechnics are at the discretion of local education authorities, which have been advised to charge the full economic cost. English students are charged a standard boarding fee, and additional costs are pooled or recouped among the authorities concerned. In the case of universities, the charges to all students are determined by the individual institutions, which generally seek to recover full cost.
