asked the Secretary of State for the Environment how many representations he has received from parish councils and from individuals regarding the problems which would arise if in parishes the local precept means that the total rate payment required is in excess of the rate payable within other areas of the same local authority.

Perhaps my hon. Friend would write to me explaining the particular problem he has in mind. The feature of the rating system in which an additional item of the general rate is levied in a parish to raise the money to meet the parish precept is of very long standing. There have been no recent representations directed to this particular point, and I am not aware of any significant problems which it has caused in the past or is likely to cause in the future.
