§ Mr. HoramNo estimate of cost has been prepared, given that there are good and sufficient reasons why driving licences should not be used in this way. But my right hon. Friends the Secretaries of State for Transport and for Health and Social Security are considering the implications of sending out donor cards with first provisional driving licences as an alternative.
