§ Mr. Gregor MacKenzieAs we made clear in the White Paper on Devolution to Scotland and Wales (Cmnd. 6348), oil revenues will be brought into the national pool for distribution in accordance with relative needs. Within that framework, Scotland, along with other parts of the United Kingdom most in need, whether in terms of infrastructure or in other respects, will receive a full and fair share of the benefits arising from North Sea resources.
