Mr. David Steel

asked the Secretary of State for Scotland what steps he has taken to assess the relative advantages and disadvantages of various systems for electing the Scottish Assembly.

The Government considered carefully the recommendation of the Royal Commission on the constitution on the use of some form of proportional representation for election to the Scottish Assembly but concluded in favour of following existing arrangements for elections to the House of Commons.
