§ Mr. Molyneauxasked the Secretary of State for Northern Ireland whether in view of the importance of detailed consideration and the widespread public interest, he will introduce legislation on complaints procedure in Northern Ireland in the form of a Bill and not a draft Order in Council.
§ Mr. Merlyn Rees, pursuant to his reply [Official Report, 21st May 1976; Vol. 911, c. 744], gave the following information:
The decision on whether to proceed by way of Bill or Order is taken on the merits of the case. I point out that an Order on the Complaints procedure would be largely identical to the Police Bill now before the House.
