§ Mrs. Winifred Ewingasked the Minister for the Civil Service what is his policy toward the recommendation of the Select Committee on the Parliamentary Commissioner for Administration as expressed in paragraph 11 of their First Report for the Session 1974–75 published on 23rd October 1975 that the restrictions imposed by paragraph 10 should be removed; and if he will take steps to implement the proposal.
