Mr. Stainton

asked the Secretary of State for the Environment what is the storage capacity in millions of gallons of water equivalent of the Phillips refrigerated LPG storage tank sited at Feilxstowe; how this compares in size with similar installations in the United Kingdom and Europe generally; and what geographic area involving what approximate population figures and property values would be affected by a catastrophic leak.

I am sending the hon. Member a copy of the inspector's report on the inquiry into the appeal by British Fermentation Products Ltd. This gives information about the storage capacity of the Phillips refrigerated LGP tank and how it compares with similar installations. The possible consequences of a catastrophic leak are also discussed. As far as I am aware there is no information available about the possible effect of such a leak on property values.

asked the Secretary of State for the Environment if he is aware that there are two major potential groupings of accidental ignition within the site of the Phillips refrigerated LPG storage tank at Felixstowe and two external ones represented by the dual carriageway and adjacent petrol filling station; and whether any plans exist for the elimination of this risk to the surrounding community.

The possibility of risks arising from the Phillips LPG installation is discussed in the inspector's report on the British Fermentation Products Ltd. appeal. I appreciate the hon. Member's concern in the matter, but the question of industrial safety is primarily the responsibility of my right hon. Friend the Secretary of State for Employment, who is advised on such matters by the Health and Safety Executive.

asked the Secretary of State for the Environment whether he is satisfied that Phillips Petroleum is complying with the conditions stipulated in the planning permission of 31st January 1964 in regard to its refrigerated LPG storage tank at Felixstowe and in particular, with regard to the provisions of the National Fire Protection Association of America Code No. 59 of 1963.

It is for the local planning authority to consider whether any of the conditions attached to the planning permission of 31st January 1964 have been breached and, if they have, whether or not to take enforcement action.
