Friend the Secretary of State for Scotland on the programme of urban renewal in Glasgow involves no net addition to public expenditure in Scotland beyond the provision in the public expenditure White Paper (Cmnd. 6393). The distribution of finance for urban renewal in England is primarily the responsibility of my right hon. Friend the Secretary of State for the Environment.
