asked the Secretary of State for the Home Department whether, in order to ensure more effective control over animal welfare generally, he will set up a Standing Committee broadly representative of scientific and lay opinion in this field.

No. Animal welfare covers a wide range of questions and we do not believe that a single committee on the lines proposed would be satisfactory either as an alternative, or in addition, to the 12 committees which already advise a number of different Departments.
