§ Dr. OwenThe effects of the White Paper on an individual locality cannot yet be estimated. The North East Thames Regional Health Authority and Essex Area Health Authority will be developing strategic plans for the next 10–15 years and operational plans for the next three years during 1976. They will consider priorities for capital expenditure in that context.
