asked the Secretary of State for Energy if he has any proposals to assist owner-occupiers, owners or/and tenants of houses to carry out the work of house insulation by some form of subsidy or otherwise: and, if so, what the proposals are.

Friend the Secretary of State for the Environment, make available grants for elderly and disabled persons who could not otherwise meet the costs without hardships.
