§ Mr. BishopThe use of dispersants depends upon the circumstances of the area threatened by an oil spill, and the prevailing conditions at the time. Local authorities exercise responsibility for dealing with oil spills in consultation with654W the Nature Conservancy and the Ministry's Fisheries Inspectorate. No standard criteria would be appropriate.
