Thirteen local education authorities—Bradford, Cheshire, Cleveland, Cumbria, Devon, Durham, Isles of Scilly, Lincolnshire, North Tyneside, Northumberland, Salop, Stockport and Trafford—declined allocations; these allocations were accordingly redistributed.
