§ Mr. Spearingasked the Secretary of State for the Environment what studies have been made by the Transport and Road Research Laboratory, or any other organisation known to him, of methods whereby owners of private cars and others are able or could be enabled to travel by public transport at costs lower than the marginal cost of similar journeys by private motor cars.
§ Dr. GilbertNo studies in exactly these terms have been made for the Department, nor, to my knowledge, elsewhere. The main relevant issues, which are discussed in Paper 3 of Volume 2 of the Government's Consultative Document on Transport Policy, are the subject of numerous studies undertaken at the Transport and Road Research Laboratory and elsewhere.
