§ Mr. Alfred MorrisApart from the capital outlay on new vehicles for first applicants as well as for replacements, the Department reissues a substantial number of vehicles each year and meets the cost of repairs and maintenance including the reserve fleet, insurance, driving instruction and petrol tax allowance. Expressed as a unit cost per three-wheeler driver in England at 30th September 1975, expenditure during the 1975–76 financial year was £365. This excludes administration costs which are not separately recorded.
