78Wtion Act 1971 came into force, the Immigration Rules provide that when an immigration Officer has reason to believe that someone subject to immigration control may become a charge on public funds if admitted leave to enter is to be refused. In the period 1973 to 1975, 358 citizens of Commonwealth countries and 1,566 foreign nationals were refused entry because insufficient funds were available either for the purpose of their visit or for medical treatment which they planned to undergo.
