§ Mr. FreesonNo. I am satisfied from the reconsideration recently given to this matter by the Advisory Committee on Rent Rebates and Rent Allowances that the total disregard suggested could not be justified. The information needed to make a reasonable estimate of the cost is not available and could not be obtained without disproportionate expense.
