asked the Secretary of State for Social Services what provision is made by his Department to deal with urgent social cases arising out of the disconnection of gas or electricity.

Arrangements which were agreed with the fuel authorities and the local authority associations are set out in detail in a memorandum of guidance on "Fuel Debts Among Low-Income Groups", a copy of which I am sending my hon. Friend. Copies have also been placed in the Library. The Supplementary Benefits Commission has recently made further arrangements with the fuel authorities designed to help to avoid disconnections for people entitled to supplementary benefit. Details of this were given in the April issue of SBC Notes and News, of which my hon. Friend will already have received a copy.
