§ Mr. William RossI have indicated to colleges of education that in selecting students for secondary training priority should be given to applicants in subjects where there is still a shortage of teachers, and that more rigorous selection procedures should be applied in subjects where the supply is good. Apart from this it will be for colleges themselves, as in the past, to select the most suitable applicants.
