asked Her Majesty's Government:

How many policemen are on night duty in the West End removing parked cars and what is the cost of this in overtime.

Two police constables and up to eight civilian vehicle removal officers are employed primarily on these duties between 4 p.m. and midnight on Mondays to Fridays; on Saturdays, a police sergeant and four further constables are employed in addition. The cost of overtime is not readily available.
