LyonIt is not possible without disproportionate cost to determine what proportion of total actual local authority expenditure grant-aided under the urban programme relates specifically to the special needs of minority ethnic groups. Projects relating to the special needs of ethnic minorities account for about 10 per cent. of total expenditure approved to date under the urban programme.
