§ Mr. Denis HowellDuring the past year the Department commissioned the first stage of a considerable research project on recreation, to investigate how the provision of leisure facilities fits the needs of the community. In addition, the Transport and Road Research Laboratory, jointly with the Sports Council, has commissioned a review of existing research and current practice relating to access to recreational facilities.
