Sir Frederic Bennett

asked the Secretary of State for the Home Department if, for the avoidance of doubt, he will make a statement on the unrestricted right of British citizens who wish to enter or re-enter the United Kingdom with proof of identity, but without a passport;

(2) if, for the avoidance of doubt, he will make a statement on the unrestricted right of British citizens who wish to leave the country without a passport.
