§ Mr. Maddenasked the Secretary of State for the Environment whether the survey of the Department of Planning, Engineering and Transportation of West Yorkshire County Council in connection with the Elland bypass anticipated future traffic flows through Elland, West Yorkshire, to the M62; what were the main conclusions of that survey; and whether the survey and its conclusions were brought to his notice before permission for the Elland bypass was given.
§ Mr. MarksI have not seen the results of the survey undertaken by the Department of Planning, Engineering and Transportation of West Yorkshire Metropolitan County Council which concerns a principal road scheme for which that authority have full responsibility and for which my permission to proceed with works is not required.

In any case, I understand that the report was only recently prepared whereas planning permission was given for this scheme in 1971.
