asked the Secretary of State for the Environment what guidance he has issued to local housing authorities in England on the question of council house tenants letting surplus rooms in their houses to lodgers.

Advice given by my Department in Circular 18/74 on homelessness pointed to the scope that exists for encouraging lodgers in under-used council properties, particularly by removing prohibitions or financial disincentives to sub-letting, and the advantages to be gained from this.
