§ Mr. Harold WalkerWhen the Act comes into operation, any firm providing professional services which also carries on the business of an employment agency or employment business as defined in Section 13(2) or (3) will need to apply for a licence. The question whether any186W particular firm is carrying on the business of an employment agency or employment business will fall to be determined on all the facts of the individual case.
