asked the Secretary of State for Employment whether firms of chartered accountants which recruit personnel for client companies in return for a fee will be obliged to apply for licences as employment agencies on the implementation of the Employment Agencies Act 1973.

When the Act comes into operation, any firm providing professional services which also carries on the business of an employment agency or employment business as defined in Section 13(2) or (3) will need to apply for a licence. The question whether any particular firm is carrying on the business of an employment agency or employment business will fall to be determined on all the facts of the individual case.
