asked the Secretary of State for Social Services what is the average cost of social security payments per head of economically non-active persons for Wales, Scotland and England, respectively, defining for the purposes of this Question, economically non-active persons to include registered unemployed persons.

Mr. Meacher

The expenditure figures for particular benefits are not recorded in a way which enables the costs to be divided, without very broad and arbitrary assumptions, between the economically active and the economically inactive.
