HC Deb 04 March 1976 vol 906 c742W
Mr. Bowden

asked the Secretary of State for Social Services on what occasions have substances, apart from fluoride, been conveyed by means of public water supplies into the human body for the purpose of directly influencing the human body; and under what authority water supplies were used for conveying any substances so used.

Mr. Denis Howell

I have been asked to reply.

Fluoride provides significant protection against tooth decay. No other substances provide comparable benefits so as to justify their addition to water supplies for the purpose of directly influencing the human body.
