asked Her Majesty's Government:

How Britain's insulation standards compare with those of other EEC countries with regard to—

  1. (a) loft space insulation; and
  2. (b) wall insulation, including window areas;
and how many countries have double glazing as a standard building feature.

It is by no means easy to compare details, in the terms asked, of the thermal insulation standards in force in EEC countries. This is because of the differing forms of measurement used, the need to distinguish between mandatory and voluntary standards, and the fact that standards are constantly being changed. A detailed study, in which we have been co-operating, has recently been completed on behalf of the EEC and I will write to the noble Baroness when this has been studied.
