Mr. Spriggsasked the Secretary of State for the Home Department when a prisoner who is serving an extended sentence of five years who refuses to sign the licence or accept the conditions of such a licence, may expect his discharge from prison; and if he will make a statement about the case concerning which the hon. Member for St. Helens wrote to him on the 5th January.
