HC Deb 04 March 1976 vol 906 cc692-3W
Mr. Nicholas Edwards

asked the Minister for the Civil Service if he will publish a table for the years 1964, 1970 and 1975, or the latest date for which the figures are available showing the number of former public service employees in receipt of pensions and/or superannuation, distinguishing between former civil servants, Her Majesty's forces, local government employees, NHS employees, teachers, police, &c.; and if he will also show the number of surviving dependants who were pension recipients.

Mr. Charles R. Morris

Estimates of the figures requested are given in the following table:

dealing as a serving officer, following retirement, resignation, or redundancy.

Mr. Mason

The rules governing the acceptance of outside business appointments by former civil servants and officers of Her Majesty's Forces were reviewed last year as announced by the Prime Minister in a Written Answer on 3rd July 1975. A copy of the revised rules was placed in the Library.

There is no prescribed waiting period which an RAF officer must observe between leaving the Service and joining a contractor with whom he has been dealing in his official capacity. It depends on the circumstances. The general rule is that no such appointment may be taken up within two years of leaving the Service without the prior permission of the Ministry of Defence and, in most cases, of the Civil Service Department. Where granted, permission may be subject to conditions, such as a waiting period of up to two years. Officers of the rank of Air Chief Marshal and above, however, must wait for at least three months before taking up any outside business appointment, unless the Prime Minister agrees that this requirement may be waived in the overriding national interest.
