asked the Minister for the Civil Service (1) what were the numbers of non-industrial and industrial civil servants in post on 31st December 1973; and what were the numbers in this manpower count in each quarter since then;

(2) what number of jobs have been classified as either being within or outside the manpower count of the Civil Service since December 1973.

The figures at 1st January 1974, the nearest available date, and on successive quarterly dates were as follows:

in the reclassification of 18,182 posts to exclude them from the Civil Service manpower count.

1st January 1976—The reclassification, as a result of the Employment Protection Act 1975, of the staff of the Manpower Services Commission and its Agencies as civil servants. This resulted in the inclusion of 20,862 posts in the Civil Service manpower count with effect from 1st January 1976.

Throughout the period—The continuing transfer of vehicle and driver licensing work from the local authorities added about 2,800 posts to the Civil Service manpower count over this period.
