Mr. Raison

asked the Secretary of State for the Environment (1) whether he will break down the figures given for gross lending in Command Paper No. 6393 giving separate sub-totals for loans for house purchase and other homes in England, Wales, Scotland and the regions for the years 1975–76, 1976–77, 1977–78 and 1978–79 and giving the figures revalued at 1975 survey prices for the same expenditure sub-totals and for the same years that were previously estimated in Command Paper No. 5879;

(2) whether he will break down the figures given for local authority improvement investment in Command Paper No. 6393, giving separately the figures for England, Wales, Scotland and the regions for the years 1975–76, 1976–77, 1977–78 and 1978–79 and giving the figures revalued at 1975 survey prices for the same expenditure sub-totals and for the same years that were previously estimated in Command Paper No. 5879;

(3) whether he will provide a breakdown of the figures contained in Command Paper No. 6393 for subsidies, giving separately the figures for rent rebates, rent allowances, basic element subsidy, special element subsidy, new capital costs element subsidy, rising costs subsidy, slum clearance subsidy and any other subsidies for the years 1975–76, 1976–77, 1977–78 and 1978–79 in each case for England, Wales, Scotland and the regions and giving the figures revalued at 1975 survey prices for the same expenditure sub-totals in the same years that were previously estimated in Command Paper No. 5879;

(4) whether he will break down the figures given for option mortgage subsidy in Command Paper No. 6393 for England, Wales and Scotland for the years 1975–76, 1976–77, 1977–78 and 1978–79, giving the figures revalued at 1975 survey prices for the same expenditure sub-totals and for the same years that were previously estimated in Command Paper No. 5879;

(5) whether he will break down figures given for expenditure on improvement grants in Command Paper No. 6393, giving separate sub-totals for grants to private landlords, housing associations and owner occupiers in England, Wales, Scotland and the regions for the years 1975–76, 1976–77, 1977–78 and 1978–79 and giving the figures revalued at 1975 survey prices for the same expenditure sub-totals and for the same years, that were previously estimated in Command Paper No. 5879;

(6) whether he will break down the figures given for grants to housing associations in Command Paper No. 6393, giving separately the figures for England, Wales, Scotland and the regions for the years 1975–76, 1976–77, 1977–78 and 1978–79 and giving the figures revalued at 1975 survey prices for the same expenditure sub-totals and for the same years that were previously estimated in Command Paper No. 5879;

(7) whether he will publish a comparison of the figures for revenue from sales of council, and new town houses in Command Paper No. 6393 for the years 1975–76, 1976–77, 1977–78 and 1978–79 with the revenue figures for the same years revalued at 1975 survey prices previously estimated in Command Paper No. 5879;

(8) whether he will indicate the number of sales of council houses anticipated to

The reductions between Cmnd. 5879 and Cmnd. 6393 are due to later estimates of the phasing of expenditure from scheme approval to completion.

(2) Improvement investment is largely by local authorities but includes £2.1 million per year for new towns.

(3) "Sales" are the capital receipts from the sale of land and buildings by local authorities and new towns. The number of houses sold by English local authorities in 1973–74 was 20,500 and in 1974–75 was 1,900. Cmnd. 5879 assumed that sales would average 7,500 per year over the period 1975–76 to 1978–79. Cmnd. 6393 assumes that allowing for an increase in building for sale, total sales over the same period will average about 10,000 per year.

(4) "Other" gross lending includes repayments of Exchequer loans by building societies. These are estimated in Cmnd. 6393 to total £86.8 million in 1975–76 and much smaller sums in subsequent years.

(5) The total of central Government subsidies for future years is not estimated on the basis of the individual subsidies for which provision is made in current legislation.

(6) Improvement grants are not estimated on the basis of different categories of applicant.

(7) The English housing programmes are not estimated on a regional basis over the PESC period.

(8) The £40 million (Great Britain) for extra improvement work is not included as it was not in the White Paper.
