asked the Prime Minister which civil servants, other than the special advisers, require his approval before appointment.

§ The Prime Minister
In accordance with long-established practice, I approve all promotions in the Home Civil Service to Deputy Secretary level and above and all transfers between Departments at these levels. In addition I advise the Queen on Civil Service appointments made by Her Majesty which include a small number of offices below Deputy Secretary level.
