§ Dr. OwenNo. There are long-standing disparities in staffing levels between different parts of the country. The aim is to achieve a better distribution of consultants by encouraging a faster rate of growth in the parts of the country where staffing levels are lower, and by approving new consultant posts preferentially in such places.
