asked the Secretary of State for the Environment by what methods he will ensure the planned reduction in rate fund contributions to English housing revenue accounts from £124.4 million in 1975–76 to £62.4 million in 1977–78, as outlined in Written Answers of 2nd March (Official Report, columns 561–2).

pursuant to his reply [Official Report, 28th June 1976; Vol. 914, c. 35], circulated the following information:

As a residual figure in a very large account, the projected trend in the rate fund contribution depends on the figures for revenue and expenditure on other items, as indicated in Cmnd. 6393. My guidance to, and discussions with, local authorities on these matters, including the expenditure to be taken into account for rate support grant next year, will be based on those assumptions.
