asked the Secretary of State for Employment if he will consider setting up a scheme whereby unemployed people be enlisted as volunteer vigilantes to assist Her Majesty's Customs and other authorities in seeking to detect people bringing animals into Great Britain in contravention of United Kingdom quarantine regulations.

Mr. Golding

The prime responsibility for the campaign against rabies in animals rests with my right hon. Friend the Secretary of State for Agriculture, Fisheries and Food. I would not envisage a scheme on the lines proposed aimed solely at unemployed people.
