§ Mr. RowlandsIt is not possible to list the full range of contacts, which are chiefly in the field of civil trade, between Britain and South Africa. The Government have consistently expressed their total opposition to apartheid. We reimposed the United Nations embargo on arms supplies to South Africa and terminated the Simonstown Agreements on naval co-operation. But it is no part of our policy to terminate all contacts with South Africa. Quite apart from the damage that would do in other quarters, it would not assist those who most need our help.
