Mr. Arthur Lewis

asked the Secretary of State for the Home Department whether the arrangements whereby any native of the Common Market countries is entitled to move and settle in any of the countries of the Nine also applies to those who were natives of the colonies of those countries; and whether British citizens of the New Commonwealth and passport holders are entitled to move and settle in the countries of the eight.

The free movement rights apply only to the nationals and their dependants of member States as recognised under the Treaty of Rome. They do not apply to people from former colonies of member States who have ceased to be such nationals or to citizens of independent Commonwealth countries.
