Mr. Urwin

asked the Secretary of State for Foreign and Commonwealth Affairs if he will seek an early opportunity to address the Assemblies of the Council of Europe and of Western European Union.

My right hon. Friend appreciates the value of both these Assemblies, but has no plans at present to address either of them.
