§ Mr. BishopAlthough the Commission proposals are not in sufficiently precise terms to make more than a broad assessment of their impact, we are satisfied that they do not meet the essential interests of the United Kingdom, and my right hon. Friend told the Council of Ministers he cannot accept them as they stand.
