§ Mr. Spearingasked the Secretary of State for Education and Science what is the composition of the education committee mentioned in the Resolution of the Council of Ministers R/263/76; when it last met; and what are its terms of reference and financial powers.
§ Mr. MulleyThe Education Committee consists of representatives of member States and of the Commission. As I told the House during the debate on 10th June, it is usual for civil servants, working under the direction of their Ministers, to attend these meetings. The Committee last met on Monday 14th June. Its terms of reference are given in Section II of the Education Ministers' Resolution of 9th February 1976. Its financial powers are confined to the influence it exercises, as part of its oversight of the Action Programme, over expenditure on this programme from the Community budget.
