asked Her Majesty's Government:

Why they decided to remove Mr. Alimohamed Bachu and his family to Karachi on 3rd June, when the Pakistan immigration authorities had already refused to re-admit them on 6th February, so that they had to camp at Karachi airport until 12th May; what reason they had for assuming that the Pakistan authorities would admit Mr. Bachu this time, and what change in policy has occurred either in Pakistan or the United Kingdom since 21st October last, when Mr. H. A. Kassam was given leave to enter the United Kingdom in precisely the same circumstances as those in which they have refused Mr. Bachu.

: There has been no change in policy. Mr. and Mrs. Bachu and their two sons came from Pakistan to this country for settlement without prior entry clearance. They did not qualify for entry under the Immigration Rules nor were there special considerations sufficient to justify wholly exceptional treatment outside the Rules, such as that accorded to Mr. Kassam. Mr. Bachu and his family were, therefore, sent back to their place of embarkation, in accordance with the generally accepted international convention.
