§ Mr. McElhoneIn September 1974, local authorities were encouraged to provide increased residential and other resources particularly to meet the needs of children placed under residential supervision requirements by children's hearings or committed by the courts for residential training. Authorities had been advised in 1971 about the need to provide appropriate accommodation for the short-term detention of children; current plans by authorities will provide 200 new places in such accommodation, including secure places.
