§ Mr. Denis HowellAlthough total safety for spectators cannot be guaranteed, the powers available under Section 10 of the Safety of Sports Grounds Act 1975 already enable action to be taken in any case of unreasonable risk and my right hon. Friend the Secretary of State for the Home Department stated on 2nd March that the first designation Order enabling the issue of safety certificates under the Act would be made this summer.
