§ Mr. DeakinsOnly one civil servant, the First Permanent Secretary, has an official car allocated to him from the Government Car Service. Although no first call system, as such, is in operation, the Second Permanent Secretary and Chief Medical Officer in London and the Controllers at Newcastle and Blackpool Central Offices have, in effect, first call on a pool car. No other officer has other than access to an official car if one is available.
